Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are issued from multiple capitals. Immense energy is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by up-to-date information. From observation points, defense planes that had been scrambled to counter approaching guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by partner states. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly transforms into grim resignation: possibly the incoming missile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Following this, a large-caliber weapon fired at a drone close by, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's vital need on external assistance – a dependence that neighboring countries are evidently unprepared to substitute in the short term.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This pattern will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration operates on a assumption understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not change more in its advantage in the near future.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but avoiding a total frontline collapse until conditions improve in its advantage.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on sustained allied backing.
